Increase USB port sample rate to 250hz/500hz/1000hz

Instructions:
1. Restart your computer and login to Safe Mode
2. Run the utility in SAFE MODE and follow the instructions (duh!)
3. Reboot

Of course, it depends on the organizer, but why would it be considered something like a "cheat" or unfair advantage?

A polling rate of 1 kHz is not overclocking, because technically it complies with the USB standards.

Effectively it's like overclocking the PS/2 port for mouses, but with much higher polling rates.

I think, if the mouse can handle 250 HZ, 500 Hz or even 1000 Hz it is no bad thing to benefit from these capabilities.
